Revised AEI Employer Review Process for COR
Holders
Alberta Employment and Immigration (AEI) has recently approved a
revised Employer Review process to be implemented within the
province's PIR/COR program. The revised Employer Review Process
comes into effect July 1, 2011. All Alberta employers and auditors
involved with the COR program need to be aware of:
- The circumstances that could trigger an Employer Review of an
Alberta COR holder
- The process Alberta Partnerships will use to conduct an
Employer Review
- The possible outcomes for an employer subjected to an Employer
Review

Outline of Roles and Responsibilities (ORR)
As a leading COR Certifying Partner, Enform is pleased to
announce a new process that will significantly streamline COR and
SECOR audit registrations. Effective March 1, 2011 Enform is
implementing the Safety Audits and Certifications Outline of
Roles and Responsibilities (ORR).
The ORR will replace the existing Letter of Agreement
(LOA) between the auditor and the employer. Auditors will be
asked to acknowledge the ORR at the time of audit registration and
Enform will remind employers of the ORR in the Notification of
Audit Registration.
SECOR
Submission Guidelines
In order to assist small employers with the SECOR audit package,
Enform revised the Small Employer Certificate of Recognition
(SECOR) Submission Guidelines. This helpful tool provides small
employers with easy to understand explanations (including
user-friendly examples) to assist in completing the SECOR

Onsite Audit
Review (OSAR) Project - Alberta
Please be advised that Alberta Partnerships in Injury Reduction
(Partnerships) will be launching the Onsite Audit Review (OSAR)
project starting in the spring of 2010. As a Certifying Partner,
Enform conducts detailed quality assurance reviews of all
Certificate of Recognition (COR) audit reports. These reviews are
useful at identifying quality issues within the audit report;
however, they may not effectively identify all potential issues
with the auditor's work. OSAR is an independent evaluation of the
work of certified auditors who conduct audits for employers seeking
a COR.
New COR Health
& Safety Audit Protocol Launching May 1, 2010
A new Certificate of Recognition (COR) Health & Safety Audit
Protocol, produced by and for the oil and gas industry, will be
implemented by Enform this spring. Companies and auditors will have
the option of using the new protocol starting May 1, 2010
and will be required to use it for any COR audits started
on or after July 1, 2010.
COR/SECOR Annual Fee for Non-Member Employers
As of January 1, 2010, Enform will be
charging Non-Member* companies an Annual Fee for their COR/SECOR
certification services.
*Non-Member companies are those with WCB industry codes other
than those assigned to Enform, or companies operating outside of
BC, Alberta or Saskatchewan. See a

What is a Certificate of Recognition or
COR?
The Certificate of Recognition (COR) program is an
initiative that recognizes employers who implement and maintain a
health and safety management system that
meet established provincial standards. Companies with a health and
safety management system are able to identify and assess their
workplace hazards and then systematically control the risks to
their employees and overall operations. As a result, health and
safety management systems can create a culture of proactive
workplace safety.
As the Certifying Partner of the COR program for the Canadian
Oil and Gas Industry, Enform offers two COR types:
- Regular Certificate of Recognition (COR) applies to companies
of 11 or more employees
- Small Employer Certificate of Recognition (SECOR) applies to
for employers with 10 or fewer employees. The SECOR process has
been developed to accommodate the needs of small businesses
