Return to Work Program Changes
WorkSafeBC (WSBC) announced the suspension of the Injury Management/RTW program for new applicants in January 2013. Existing Injury Management/RTW certificate holders are required to continue to maintain their certificate through the audit process.
WSBC is currently in the final phases of developing a new standard and following that Enform will be tasked with revising the current audit tool, developing auditor training and implementing the changes. This is estimated to occur in 2016.
Injury management / Return-to-Work (IM/RTW) programs are a way for employers to help injured workers stay at work or return to productive and safe employment as soon as physically possible.
The IM/RTW audit is part of the COR audit standard as an optional element. IM/RTW audits need to be performed as part of the COR audit and aligned to match the existing COR audit cycle of certification and maintenance audits.
The Outline of Roles and Responsibilities document applicable to COR audits applies to IM/RTW audits as well.
Employers that are eligible for an IM/RTW audit must either have a COR (if performing the IM/RTW Audit element as a stand-alone audit) or be completing the IM/RTW audit element as part of their COR audit.
Auditors that are eligible to perform an IM/RTW audit must:
- Be accredited by Enform as a Health and Safety Certified Auditor.
- Have attended Enform training on the IM/RTW protocol before performing any IM/RTW audit.
- This includes both external and internal auditors.
The IM/RTW audit must:
- Use Enform’s IM/RTW Audit protocol (available within the eC-AuditTool as of July 1, 2012).
- Cover the same operational scope as the COR certification (e.g., representative of each of the WorkSafeBC CU’s in the company covered by the COR).
- One important exception would be a multi-province audit where the IM/RTW audit would only be applied to a single province (e.g., COR Audit for BC and AB; IM/RTW Audit only for BC)
- Achieve 80% overall in the IM/RTW audit, with no less than 50% in any element.
- Meet the Enform Audit QA standards.
- Be fully aligned with the regular COR cycle of certification and maintenance years after the start-up external audit.
- IM/RTW audits are always dependent on an employer succeeding with their COR audits. For example, when an IM/RTW Audit is submitted along with COR audits, the IM/RTW audit cannot pass and be registered unless the COR audit meets its criteria and successfully passes Audit QA Review.
- If an employer were to fail to successfully maintain their COR in a maintenance year and have their COR revoked, the IM/RTW certification would be revoked as well.
- The interview and worksite sampling criteria for the IM/RTW audit follows that of the typical COR audit.
- A multi-province COR audit where the IM/RTW audit is only applied to one province may require additional interviews in that province to meet sampling criteria.
