Alcohol and Drugs policy model - program development guideline

Through the guidance of the Enform Alcohol and Drug Task Force, Enform has developed numerous tools for employers to address the issue of alcohol and drugs in the workplace.

Here is a concise list of the tools available:

Update :

On October 1, 2010, the U.S. Department of Transportation announced a major change in the rules for administering DOT Urine drug screens.  The rule changes all Federal and DOT testing to include MDKA (aka Ecstasy) and 6-Acetylmorphine (Heroin), as well as lowering the confirmation levels on Cocaine and Amphetamines.

The Alcohol and Drug Policy Model for the Canadian Upstream Petroleum Industry follows the Construction Owners Association (COAA) of Alberta Alcohol and Drug Guidelines and Work Rule, which have both been updated to reflect the new U.S. rules for administering DOT Urine drug screens.  The revisions also now include a Oral Fluid Drug concentration limits table and a section on Oral Fluid Drug Testing procedures.  For a revised copy please go to the following web link.

Clarification:

Department of Transportation (DOT) Drug Testing Clarification

CAPP's Industrial Hygiene committee members provided Enform with the linked document detailing the drug testing rule change and the addition of MDKA (aka Ecstasy) and 6-Acetylmorphine (Heroin), as well as lowering the cutoff levels on Cocaine and Amphetamines.

The confusion seems to be around the labeling of the test itself.  There are many examples that, due to the drug additions, refer to this as a change from a 5-panel to a 7-panel test.

A document issued by the DOT states that although there are additions to the testing it will still be referred to as a 5-Panel.  For full clarification this document can be found athttp://www.dot.gov/ost/dapc/documents/Part%2040DOT5-PanelNotice.pdf

  • Policy Implementation Workshop on the Canadian Upstream Petroleum Industry Alcohol and Drug Policy Model

    This half-day workshop was developed and endorsed by the six sponsoring associations of Enform. The primary audience consists of managers overseeing operations. This instructor-led, classroom lecture provides an overview of the Model and basic guidance in the implementation of an Alcohol and Drug policy. Topics include work rule and implementation, compliance and testing programs.

  • Workshop on the Canadian Upstream Petroleum Industry Alcohol and Drug Policy Model

    This half-day workshop was developed and is endorsed by the six sponsoring associations of Enform. This workshop differs from the Policy Implementation Workshop in that the primary audience consists of supervisors who understand their company's alcohol and drug and performance management policies and are responsible for implementing them in the workplace.

  • Gap Analysis Matrix

    This checklist allows companies with existing policies to measure against the Policy Model, and document any gaps with recommendations for closing them. The corresponding section in the Policy Model is referenced for ease of correlation.
